Vedic astrology for a West Virginia birth
West Virginia does not inherit Kentucky's split, and vedic astrology uses Eastern time, America/New_York, for the whole state. The western counties of Kentucky are Central. This state is not. Daylight saving changes the minutes, which are applied before the Julian day and can move the sidereal lagna. Charleston, West Virginia, still has to be typed as itself. The zone is settled. The geocode is not.

No Central-time county to hunt
A birth anywhere in West Virginia is America/New_York, with daylight saving. Do not apply the Central offset because a Kentucky county across the line uses one, and do not confuse Charleston, West Virginia, with Charleston, South Carolina, even though both are Eastern. Type the city with the state clear enough for the geocoder. Jyothish SI applies the Eastern minutes for that date before the Julian day.
The hour and the nakshatra
Type the clock time as printed. Daylight saving is already inside a summer hour. Converting it first moves the sidereal lagna. The Moon nakshatra is Lahiri ayanamsa, Swiss Ephemeris. The Vimshottari dasha already running comes from that instant. This page will not publish a dasha year for every West Virginia birth.
Free chart and the houses
For marriage, read the 7th house together with its lord and the Navamsa. Work questions use the 10th house and the lord of the 10th. You can build the Kundli and chat on a free account. The free chart stops short of the PDF, extra divisional charts, and WhatsApp transit alerts. If you live in the state and were born in a split state such as Kentucky, use the birth city, not West Virginia.

Charleston, West Virginia, which is Eastern time. Charleston, South Carolina, is also Eastern and is still a different geocode. Name the state with the city.
What does the Kundli return?
The sidereal lagna, the Moon nakshatra, and the Vimshottari dasha already running, after the Eastern offset is applied before the Julian day.
