Vedic astrology for an Oregon birth
Oregon is Pacific time almost everywhere, and vedic astrology switches to Mountain time only for Malheur County, including Ontario. Portland is America/Los_Angeles, with daylight saving. Ontario is not. The state name alone does not fix the offset. The birth city is geocoded, the minutes are applied before the Julian day, and the sidereal lagna can still move when daylight saving changes those minutes on the side you were born.

Portland, Oregon, is Pacific
Type Portland with Oregon in mind, because Portland, Maine, is an Eastern-time city. A birth in Portland, Oregon, uses America/Los_Angeles. Most of the state does too, including cities far from the coast. Do not give them Ontario's Mountain offset. Type the clock time as printed. During daylight saving, the daylight minutes are the ones applied before the Julian day. Do not convert the hour yourself.
Malheur County and Ontario
Ontario, in Malheur County, uses Mountain time. A birth there is not a Portland chart and not a generic Oregon chart. Enter Ontario, or the actual city in that county, so the Mountain offset can be applied, daylight saving included when it was in force. If you only remember the state, the chart has two zones and no way to choose. The Moon nakshatra will be taken from the wrong instant.
After the county is clear
The figure is sidereal, Lahiri ayanamsa, Swiss Ephemeris. What stands on the chart is the sidereal lagna, the Moon nakshatra, and the live dasha. Marriage is the 7th house, its lord, and D9. Career does not leave the 10th house or the lord of that house. A free account includes the Kundli and the chat. The paid additions are a PDF, extra divisional charts, and WhatsApp transit alerts.
