There is no universal winning sign. The lagna numbers the houses. The Moon's sign holds the star that starts the dasha.
The lagna does the numbering
The most important sign for reading a life is the lagna, because every house number is counted from it. Career is the 10th from that sign, marriage the 7th, fortune the 9th. A gorgeous Jupiter in Cancer is a 1st-house Jupiter only for a Cancer lagna. For every other rising sign it is a different job. People who crown Leo, or Scorpio, or their own Moon sign as the most important sign in Vedic astrology are crowning a favorite, not a rule.
The lagna changes about every two hours. Its importance is practical: get the time wrong and the important sign is the neighboring one.
The Moon does the clock
The Moon's sign holds the nakshatra, and the nakshatra lord is the opening mahadasha. In that limited and serious sense the Moon sign is the most important sign for timing. Sade sati is also counted from it. A chart with a known lagna and an unknown Moon cannot time events. A chart with a known Moon and an unknown lagna cannot number houses. Neither sign can retire the other.
The Sun's sign is the solar month. It matters as the Sun's dignity and house. It is not the count and not the clock.
Dignity is not importance
Exaltation signs, Aries for the Sun, Taurus for the Moon, Capricorn for Mars, Virgo for Mercury, Cancer for Jupiter, Pisces for Venus, Libra for Saturn, are the best signs for those planets. They are not the best signs for a person. A Libra lagna is important because it is the lagna and because Saturn, its yogakaraka, is exalted in Libra if Saturn is actually there. Libra with Saturn elsewhere is still the 1st house and is not a universal prize.
