What Mangal Dosha Is
Mangal dosha is a house test for Mars, also called Kuja dosha. It is not a statement that a marriage is forbidden.
The houses Mars has to occupy
Mangal dosha, or Kuja dosha, is present when Mars occupies the 1st, 2nd, 4th, 7th, 8th, or 12th house from the lagna. Many matchers repeat the count from the Moon and from Venus, so one chart can be Manglik from the lagna and clear from the Moon. The 7th is the marriage house itself, so Mars there is the most direct version. The 8th and 12th are the heavier dusthana versions. The 1st puts Mars on the body and the manner.
Mars in the 3rd, 5th, 6th, 9th, 10th, or 11th is not this dosha. A strong Mars in the 10th is a career placement, not a Manglik one.
Dignity changes the heat
Mars exalted in Capricorn, or in its own Aries or Scorpio, is the same house with a capable Mars. Matchers often treat that dignity as a softer dosha. Debilitation in Cancer is a harsher Mars in whatever Manglik house Cancer happens to be. For a Libra lagna, Cancer is the 10th, so a debilitated Mars there is not Manglik by house at all. Jupiter aspects Mars if Mars is in the 5th, 7th, or 9th from Jupiter. That aspect is the benefic witness. It does not pick Mars up and move it to the 10th.
