Shubh Muhurat for Bhumi Pujan and Construction

The 4th house is property, the home, and the ground under it. Mars is the karaka of land and of building. A foundation muhurta that ignores both is only a tidy panchang hour. Before the priest picks a tithi, the owner's 4th lord should be known: which house it occupies, and whether the running Vimshottari period belongs to the 4th lord, to Mars, or to a planet that has nothing to do with the 4th. The dasha tells you whether this year is a building year at all.

Five limbs fix the hour: tithi, vara, nakshatra, yoga, and karana. For a structure meant to last, muhurta practice prefers a fixed lagna, Taurus, Leo, Scorpio, or Aquarius, so the start is not in a movable sign. Vishti karana, called Bhadra, is avoided for shubha work. Rikta tithis, the 4th, 9th, and 14th, are avoided for the same reason. Tuesday is Mars's day. It is not automatically right for a foundation just because Mars rules land. The lagna of the hour still has to be clean.

Lists of bhumi pujan dates for a named year expire when that year ends. The reusable part is the method. Cast the owner's chart from the birth city, because the zone offset can change the lagna. Then choose a day whose nakshatra and tithi are shubha for construction, and a fixed lagna after sunrise. The vara in use is the one that began at sunrise, even if the ceremony is late in the day.
