When Rudrabhishek Is Performed
The rite is an abhisheka with the Namakam and Chamakam. The chart reason has to be a named planet and a running dasha, not a general wish list.
What the rite is
Rudrabhishek is the bathing of a Shiva linga while the Sri Rudram is chanted, offered for a planet the chart has named during the Vimshottari dasha already running. The Sri Rudram is the Namakam and the Chamakam from the Taittiriya school of the Yajurveda. The linga is bathed, in ordinary temple practice, with water and with the five foods people call panchamrita: milk, curd, honey, ghee, and sugar, offered in a sequence the priest sets. When families usually book it
Monday is Shiva's weekday in household custom. Pradosha, the thirteenth lunar day, and Mahashivaratri are the two tithis most often chosen. Those are calendar customs. They do not by themselves prove that this month is astrologically yours. The personal timing is the dasha. A Saturn mahadasha, a hard Mars bhukti, or a period of the 8th lord of sudden change is the sort of chapter in which an astrologer mentions Rudra. A career chapter of the 10th lord, going well, does not need a fear-based abhisheka to keep succeeding. Ask the astrologer which planet, which house, and which bhukti the puja is for.
How to keep the promise honest
The puja is worship. It does not rewrite the lagna or guarantee a court case, a visa, or a cure. If the aim is marriage, the 7th house and the D9 Navamsa still have to support a marriage, with or without the abhisheka. If the aim is relief during sade sati, remember that sade sati is Saturn's transit over the Moon and the two neighboring signs, and a single Monday's rite does not end a seven-and-a-half-year transit. Do the worship cleanly, at a temple or at a home linga you already keep, and let the chart reading stay in view beside it.

Does the puja require a gemstone afterward?
No. A stone is a separate step, taken only after the chart names the planet. The abhisheka does not imply blue sapphire.
