Lakshmi Yoga in Phaladeepika
Lakshmi yoga, in Phaladeepika, forms when the lord of the 9th and Venus are each in their own sign or exaltation sign, and each of those placements is a kendra or a trikona. Both conditions are required for both grahas. A different, often quoted rule asks for a strong lagna lord and a 9th lord dignified in a kendra or trikona, without requiring Venus. Do not blend the two and call the blend classical.
The Phaladeepika pair

It is a fortune yoga of the 9th lord. Call it that, or call it the lagna-lord version, and do not give it Phaladeepika's name unless Venus qualifies. Either version is natal. It pays in the dasha of Venus or of the 9th lord. Venus mahadasha is 20 years. A Mercury period does not spend Lakshmi yoga just because the chart contains it. The 2nd and 11th lords still describe cash. Lakshmi yoga is fortune and refinement, not a substitute for the income houses.
What fails the name
Venus in Kanya is debilitated and cannot be the Venus half. A 9th lord in the 2nd, even exalted, is not in a kendra or trikona, so the house test fails. A kendra Venus in a friend's sign, but not own or exaltation, fails the dignity test. Friendly is not the standard this verse sets. Remedies do not move Venus from Kanya to Meena. If you have one half of the pair, say you have a strong 9th lord or a strong Venus. The name is for both.
