The 5th lord in its own sign, in exaltation, or in a kendra or trikona, with Jupiter aspecting the 5th or the lord, is the supportive stack. Jupiter strong in Karka, Dhanu, or Meena adds the karaka's dignity. The 9th, being 5th from the 5th, is a second testimony. D7 agrees when the birth time deserves a varga. None of this is a promise of a number of children or of a year. A supportive stack during a dasha of the 12th lord can still be a quiet season. The stack says the house can work. Say the 5th lord's sign and house. Say Jupiter's sign. Say whether their dashas fall in the years you are asking about. Say if D7 was trustworthy. Then stop. If the picture is mixed, say mixed. A ritual month that 'grants' a child is not in the 5th lord's job. The 5th lord's antardasha is as close as timing gets, and it is still a season, shared with study, mantra, and creativity, because those are 5th-house topics too.
