Saturn does delay marriage when it occupies the 7th, aspects the 7th, or holds the 7th lord in its own signs, Makara and Kumbha. From the 7th its aspects reach the 9th, the lagna, and the 4th. From the lagna its seventh aspect lands on the marriage house itself, so Saturn in the 1st delays by aspect rather than by sitting with the spouse.
