Lagna, Moon, and Sun: Three Different Anchors
Only the lagna, among the three anchors, depends on the birth city's clock. The Sun's rashi is a monthly placement, and the Moon's rashi shifts in a little over two days.

Three clocks inside one birth
The Sun stays in a rashi on the order of a month, so a birth date without a time still gives a solar sign in most cases, with the ingress days as the exception. The Moon moves fast enough to change rashi in a little over two days, so the Moon sign needs the date and a rough time near the boundary. The lagna changes sign about every two hours. A birth time rounded to the nearest half day can still get the Moon right and the houses wrong. Jyotish counts those houses from the lagna sign, so a wrong lagna renames every house lord.
The city and the offset
The zone offset, in minutes, is applied before the Julian day. Daylight saving changes that offset in zones that observe it, and the lagna can cross a sign because of that hour. Indian births use Asia/Kolkata, five hours and thirty minutes ahead of UTC, with no daylight saving. A birth in New York uses America/New_York, which does observe daylight saving, so a July birth and a January birth in the same clock hour are not the same offset. The state name is not enough when a state is split. The city is the input.
What each anchor is allowed to answer
The lagna lord is the person and the body of the chart. The Moon is the mind, the mother-karaka's emotional side, and the point from which transits are counted. The Sun is authority, the father-karaka, and vitality in the classical sense, which is not a medical measurement. Marriage is still the 7th from the lagna, not the 7th from the Sun sign. Career is the 10th from the lagna. People who read only the Sun are reading one graha. The other two anchors remain on the page.
Frequently asked questions
Can I cast houses with a date and no time?
You can place the Sun, and often the Moon. You cannot place the lagna. Without the lagna the 7th and 10th lords are unnamed, because those houses are counted from the rising sign.
Does India use daylight saving in the chart?
No. Asia/Kolkata stays at UTC plus 5 hours and 30 minutes. Cities that observe daylight saving need the correct offset for the birth date, not the standard time printed on a wall clock in winter.
Is the Moon sign the same as the mind of the Sun sign?
The Moon is its own graha. It can occupy a different rashi from the Sun and from the lagna. Gochar is counted from the Moon. Houses are counted from the lagna.
