Vedic astrology in Varanasi, by whichever of its names
Banaras, Kashi, and Varanasi name one city, and vedic astrology should geocode that city on Indian Standard Time. The zone is Asia/Kolkata, with no daylight saving, UTC plus 5 hours 30 minutes. A pilgrimage, a death rite, or a semester in the city is not a birth. The certificate's place is the birthplace, even when the family uses a sacred name in speech and a modern name on the passport.

Three names, one geocode to aim at
Prefer the name printed on the birth record, and keep the time fixed if you test another name. Varanasi is the usual modern string. Banaras and Kashi should not send the chart to a different town. If they do, stay with the recorded name rather than hunting a minute tweak. The offset does not change with the synonym, and summer does not change it either.
A visit is not a nativity
People ask for a chart 'from Kashi' because a grandparent died there or a couple bathed there. That place and date can time an event. They are not the grandchild's birth data. The 7th house, its lord, and D9 describe marriage from the birth chart, not from the city where a wedding was wished for.
No solar claim by atmosphere
Do not describe Varanasi's Sun by copying a neighbor. Patna is east of the Mirzapur meridian and has solar noon before 12:00. That is Patna's fact. Varanasi keeps Indian Standard Time and is geocoded as itself. Do not slide the hour to match another city's Sun.

Frequently asked questions
Does vedic astrology need a separate zone for Kashi or Banaras?
No. Those names point at Varanasi. The zone is Asia/Kolkata, with no daylight saving. Use the time on the birth record.
Is Varanasi's solar noon the same as Patna's?
Patna is east of the Mirzapur meridian, so its solar noon falls before 12:00. Do not copy that onto Varanasi. Both use Indian Standard Time.
What times the chart once Varanasi is entered correctly?
The Vimshottari dasha already running, on a sidereal chart with the Lahiri ayanamsa and Swiss Ephemeris. No dasha year is taken from the city's religious calendar.
