Vedic astrology for a Surrey birth in British Columbia
Vedic astrology for a Surrey birth in British Columbia is timed on America/Vancouver, not on Europe/London. This Surrey observes daylight saving inside America/Vancouver, so it is not the English Surrey and it is not a generic Canada time. The shared spelling is a trap for the zone. Locate Surrey in British Columbia, apply the America/Vancouver offset in minutes, and include daylight saving when that offset is the one in force, before the Julian day.

The English Surrey is a different clock
Surrey in England is on Europe/London and moves to British Summer Time. Surrey in British Columbia does neither. It observes daylight saving on America/Vancouver. Casting a British Columbia birth on the English zone puts the lagna on the wrong side of the Atlantic. The certificate has to say which Surrey you mean, and a Surrey birth in British Columbia is the one on America/Vancouver.
Vancouver is the zone, not always the city
America/Vancouver is the zone name. Vancouver is a neighbouring city, not the birthplace, when the record says Surrey. Both observe daylight saving. The sidereal chart still uses Lahiri ayanamsa and Swiss Ephemeris for the Surrey instant. Marriage uses the 7th house, its lord, and D9 Navamsa. Career uses the 10th house and its lord.
