Vedic astrology in Surat, birth city left as Surat
Surat was timed in Indian Standard Time for vedic astrology, and a later job in the Gulf does not turn the birthplace into Dubai. The zone for a Surat birth is Asia/Kolkata, UTC plus 5 hours 30 minutes, in every month. India does not observe daylight saving. Dubai, if the child was actually born there, would be a different zone, Asia/Dubai at UTC plus 4. Mixing those two stories is how the lagna moves with no new fact.

The move rewrote the form
Someone born in Surat, now living in the UAE, often meets a form that asks for 'city' and answers with the city of residence. That geocodes the wrong place and applies the wrong offset. The delivery-room clock was Indian Standard Time. Keep Surat, keep the recorded hour, and use the Gulf city only for a person who was born there. The two charts are not small edits of each other.
Do not borrow Ahmedabad's solar noon
Ahmedabad is west of the Mirzapur meridian, so solar noon there falls after 12:00. That sky is Ahmedabad's, not a Gujarat rule. Surat uses the same Asia/Kolkata offset and the same lack of daylight saving, and it is geocoded as Surat. Do not copy the solar fact across.
After the city is the city on the paper

Frequently asked questions
Does vedic astrology use a Gujarat clock for Surat?
No. Surat uses Asia/Kolkata, Indian Standard Time, with no daylight saving. The birth city stays Surat if that is where the birth happened.
The family lives in Dubai. Should the chart use UTC plus 4?
Only for a Dubai birth. A Surat birth stays on UTC plus 5 hours 30 minutes. Asia/Dubai does not reach back to a delivery room in Surat.
Is Surat west of the Mirzapur meridian like Ahmedabad?
Ahmedabad is west of the Mirzapur meridian. Do not copy that solar noon onto Surat. Both cities use Asia/Kolkata, and neither observes daylight saving.
