Srinagar · India
Vedic astrology in Srinagar, Asia/Kolkata with the rest of India
Srinagar does not keep a separate valley clock for vedic astrology; the zone is Asia/Kolkata, and daylight saving is not used. A birth there is Indian Standard Time, UTC plus 5 hours 30 minutes, in January and in July. The idea of a local Kashmir hour is a rumor the chart will not honor. The city is still geocoded as Srinagar, not as 'the north' and not as whichever foreign city the family moved to.

One legal offset, including here
Every Indian city uses Asia/Kolkata. Srinagar is not an exception and not a border zone. The civil clock is what you enter: no seasonal jump, and no second standard before the Julian day. Type the time the record shows.
Winter light is not daylight saving
Short winter days make people think the clock must have changed. It did not. Daylight saving is a legal shift of the offset, and India does not use one. A Srinagar birth at 4:30 in the evening uses that same offset in June. If you add an hour for 'winter,' you have edited the only time you had.
The move out of the valley
Later life in a country that does observe daylight saving is a different zone for a different purpose. It must not replace Srinagar on the birth form, and the birth time must not be pre-shifted into that zone. Career is still the 10th house and its lord of the Srinagar chart. A free account can draw the Kundli and chat about it.

Frequently asked questions
Does vedic astrology use a Kashmir time zone for Srinagar?
No. Srinagar uses Asia/Kolkata, Indian Standard Time, with no daylight saving. The city is geocoded as Srinagar under that single national offset.
Do winter births in Srinagar need a different hour from summer births?
Only if the record shows a different hour. The zone offset does not change by season. Daylight saving is not observed.
How is marriage read for a Srinagar birth?
From the 7th house, its lord, and D9 Navamsa, timed by the Vimshottari dasha already running. The valley does not add another marriage rule.
