Vedic astrology for a Scarborough birth in Ontario
Vedic astrology for a Scarborough birth in Ontario is timed on America/Toronto, and this city observes daylight saving. This is not the English Scarborough on Europe/London, and if the certificate says Scarborough the place name stays Scarborough while the zone remains America/Toronto. The English town would take British Summer Time. This one takes daylight saving on America/Toronto. The offset in minutes is applied before the Julian day.

Not the Yorkshire coast
Scarborough in England is a Europe/London birth with British Summer Time. Scarborough in Ontario is not. Families who have lived in both need the country as well as the town, because the spelling will not save the lagna. In Ontario, summer uses the daylight saving offset of America/Toronto. Winter uses the standard offset of that zone.
Inside Toronto's city, still a written place
People record Scarborough even though it lies within the City of Toronto. If that is the name on the certificate, locate Scarborough rather than hoping the larger name is close enough. The zone is America/Toronto either way, with daylight saving. The place string should match the record. Swiss Ephemeris and the Lahiri ayanamsa then set the sidereal chart.

If Scarborough is inside Toronto, which name should be located?
The name on the certificate. The zone is America/Toronto with daylight saving either way. If the record says Scarborough, that is the place string to use.
Does daylight saving change the Ontario Scarborough lagna?
It can. The daylight saving offset changes the minutes applied before the Julian day. Summer and winter at the same clock hour are different instants.
