Portland vedic astrology outside Oregon's Mountain exception
Portland vedic astrology uses America/Los_Angeles, Pacific time with daylight saving, because Multnomah County is outside Oregon's Mountain time exception. Malheur County, including Ontario, uses Mountain time. A 10:10 a.m. birth in Portland stays on the Pacific offset.

The exception is a county away
Most of Oregon is Pacific. Malheur County, including Ontario, is Mountain. Portland is Multnomah County, on America/Los_Angeles, and the clocks change for daylight saving. A birth in Ontario is not repaired by labeling it Portland. A Portland birth is not improved by switching the zone to Mountain time. A 10:10 a.m. morning after the spring change is already Pacific daylight time.
Mid-morning and marriage
The 7th house, its lord, and D9 are the marriage reading. A 10:10 a.m. lagna in January is Pacific standard time. In July it is Pacific daylight time. The month has to be honored because the rising sign can differ. Malheur's Mountain offset would build a third morning that never happened in Portland.
Two births, two zones
If one person was born in Portland and another in Ontario, cast two charts. jyothish.si geocodes each city. A free account can draw each Kundli and chat. A PDF, extra divisional charts, and WhatsApp alerts are paid. The county name is what picks the zone, not a single Oregon switch.
