Pittsburgh vedic astrology where west does not mean Central
Pittsburgh vedic astrology uses America/New_York even though Allegheny County is in western Pennsylvania, and the state observes daylight saving on that Eastern clock. Western does not mean Central here. A 7:40 a.m. birth is an Eastern time birth, standard or daylight according to the date.

West in the state, east on the clock
People look at a map, see Pittsburgh near Ohio, and reach for Central time. Ohio is Eastern too, and so is Allegheny County. America/New_York, with daylight saving, is the zone. A 7:40 a.m. winter birth is Eastern standard time. In summer it is daylight time. Philadelphia uses the same zone and is not this city.
The 10th at 7:40 a.m.
Career is the 10th house and its lord of that morning lagna. Morning is when the ascendant changes sign often enough that an hour matters. Taking Central time would supply that wrong hour. The dasha already running times a change of work after the Eastern offset is the real one. No year is printed for the city.
Cast the western city on the Eastern rule
jyothish.si geocodes Pittsburgh, not 'western Pennsylvania' as a region. The free account can show the Kundli and chat about the 10th. Lahiri is the ayanamsa. A PDF, extra divisional charts, and WhatsApp transit alerts are paid. The zone string remains America/New_York.
