Phoenix vedic astrology on a year-round offset
In Phoenix, vedic astrology keeps America/Phoenix for the whole year, because this part of Arizona does not spring forward. The Navajo Nation does follow Mountain time with daylight saving, and Phoenix is outside that nation, so a June birth and a January birth use the same offset.

The clock stands still, the sky does not
A fixed offset does not freeze the chart. The lagna still changes about one sign every two hours of birth time, and the planets still move from June to January. What does not move is the zone correction. If you were born at 4:10 p.m. in both a summer story and a winter story, those two births differ by the sky, not by a sprung clock.
Lahiri, including in a no-change zone
Sidereal signs use the Lahiri ayanamsa. Skipping daylight saving does not switch the chart to tropical. A Western sun sign can still be one sign off. Swiss Ephemeris supplies the positions after the America/Phoenix offset is applied. The ayanamsa is the same method used for every other city on jyothish.si.
Draw the Kundli on the steady clock
A free account can generate the chart and chat about it. Because the offset does not flip in summer, a wrong daylight-saving toggle is the mistake to avoid. Paid plans add a PDF, more divisional charts, and WhatsApp transit alerts. The birth city should be Phoenix if that is the city, not a suburb that only shares the metro.

Frequently asked questions
Does Phoenix observe daylight saving?
No. America/Phoenix stays on one offset all year. The Navajo Nation is the Arizona exception, and Phoenix is not in it.
If the clock never changes, can two birthdays still differ?
Yes. The planets and the lagna depend on the date and the clock time. Only the zone minutes stay the same from January to June.
Is the Phoenix chart sidereal?
Yes. It uses Lahiri. A year-round offset does not make the signs tropical.
