Vedic astrology in Patna, east of the time meridian
Nobody should pull a Patna clock toward solar noon by hand before vedic astrology sees it. The city is east of the meridian near Mirzapur, so solar noon falls before 12:00, and the legal time remains Indian Standard Time. Asia/Kolkata does not observe daylight saving. The offset, UTC plus 5 hours 30 minutes, is applied before the Julian day after Patna is geocoded. A manual shift fights that calculation.

Early solar noon, ordinary civil time
East of the time meridian, the Sun has already passed the local meridian when the clock shows 12:00. Patna is in that group, with Kolkata, Howrah, Guwahati, Bhubaneswar, and Ranchi. Mumbai and the other listed western cities have the opposite pattern. All of them share one zone. Knowing the direction is not the same as knowing a minute count, and no minute count is given here.
Bihar is not specific enough
Enter Patna only if the birth was in Patna. Another town in the state can share Asia/Kolkata and still geocode elsewhere. Families who have moved abroad sometimes collapse the whole state into the capital, then into the new foreign city a year later. Keep the certificate's city. The foreign daylight-saving calendar has nothing to say about an Indian birth.
Reading once the noon myth is dropped

Frequently asked questions
Does vedic astrology set Patna clocks to solar time?
No. Patna uses Asia/Kolkata, with no daylight saving. Because the city is east of the Mirzapur meridian, solar noon falls before 12:00. You still enter the civil time.
Is Patna on the same solar side as Kolkata?
Yes. Both are east of the meridian near Mirzapur, so solar noon falls before 12:00 in both. They remain different cities to geocode, on the same Indian offset.
What if we now live where the clocks change?
Leave the Patna birth on Indian Standard Time. Daylight saving in your present country changes the offset for births there. It does not revise Patna.
