Vedic astrology for Leicester births in the East Midlands
Vedic astrology for a Leicester birth is set to Europe/London, East Midlands included, with no Midlands clock of its own. Leicester moves to British Summer Time on the national date, and the chart uses that summer offset rather than a fixed winter one. Nottingham is in the same broad region and is still another city. The minutes of offset are taken only after Leicester is located, and they are applied before the Julian day.

The East Midlands follows the national change
There is no Leicester mean time left in civil use for a birth chart. British Summer Time is the summer state of Europe/London, and Leicester takes it. A birth in the forwarded months is a different universal instant from the same clock hour in winter. The sidereal zodiac is then Lahiri, calculated with Swiss Ephemeris.
Houses that move if the season is wrong
If the summer offset is dropped, the Leicester lagna can shift, and the 7th and 10th houses shift with it. Marriage is that 7th house, its lord, and the D9 Navamsa. Career is the 10th and its lord. The Vimshottari dasha already running dates the result, and the year of it is not announced for Leicester.

Frequently asked questions
Does the East Midlands give Leicester its own offset?
No. Vedic astrology in Leicester uses Europe/London. The city moves to British Summer Time with the national change, and that is the summer offset.
Is Nottingham close enough to replace Leicester?
No. Nottingham also uses Europe/London and British Summer Time, but the birth city on a Leicester certificate has to stay Leicester when the place is located.
What does a wrong season do to the Leicester houses?
It can move the lagna. The 7th house and the 10th house move with that lagna, so marriage and career readings shift before any dasha is considered.
