Vedic astrology in Kolkata, east of the time meridian
Kolkata stands east of the meridian near Mirzapur, so vedic astrology reads solar noon as falling before 12:00 on Indian Standard Time. The zone name matches the city name. That is a coincidence of labels, not a private clock. Asia/Kolkata is the national zone, UTC plus 5 hours 30 minutes, and it does not change for daylight saving. Calcutta on an old certificate is this same city.

The zone is national, the Sun is early
East of the meridian that defines Indian Standard Time, the Sun has already crossed the local meridian at 12:00. Mumbai, west of that line, is the other way around. Both use one offset. Geocoding Kolkata and applying Asia/Kolkata before the Julian day is the time correction. A second nudge invents a lagna.
Howrah is across the river, not a synonym
Howrah is also east of the Mirzapur meridian, so it too has solar noon before 12:00, and it too uses Asia/Kolkata. It is still a different city. If the hospital was on the Howrah side, type Howrah. Sharing a river and a time zone does not share a geocode. The same caution applies when the family later lives abroad and the form is filled with the new city.
Reading the chart after the clock is honest

Frequently asked questions
Does the zone Asia/Kolkata mean the clock is set to Kolkata's solar noon?
No. Indian Standard Time is mean time on the meridian near Mirzapur. Kolkata is east of that line, so solar noon falls before 12:00. There is no daylight saving.
Are Calcutta and Kolkata different inputs for vedic astrology?
They are two names for one city. Use Kolkata as the place, and the time as written. Do not alter the hour because the English name changed.
A birth at the same IST in Mumbai: is the lagna identical?
Not from the clock alone. Both cities use Asia/Kolkata, but they are geocoded separately. Mumbai is west of the meridian and has solar noon after 12:00. Kolkata has it before.
