Vedic astrology in Jabalpur from the written clock
A rounded memory is not a Jabalpur birth time; vedic astrology needs the recorded clock, still in Indian Standard Time if the family now lives abroad. The zone is Asia/Kolkata all year. There is no daylight saving to explain why an uncle's 'around eight' and the hospital's 8:17 should match. They should not be forced to. Use 8:17 if that is what the paper says, and use Jabalpur if that is the city it names.

Rounding is a new time
On the hour feels cleaner and can change the lagna. Keep the awkward minute. The offset, UTC plus 5 hours 30 minutes, is applied before the Julian day to the time you type, not to the time you meant. If the paper is silent, say the hour is unknown. A confident chart from a guessed minute is worse than a gap, because the family will repeat it.
Bhopal is the capital, not the default
Madhya Pradesh on a foreign form often becomes Bhopal in the next draft and the new city in the draft after that. Jabalpur stays the birthplace when the birth was there. Bhopal has the same Indian zone and the same lack of daylight saving. Same zone, wrong place, still a bad geocode. Do not use the capital as a synonym for the state.
Dasha from the paper, not from the move
The Vimshottari dasha already running starts from the birth instant in Jabalpur. It does not restart when the family emigrates, and it does not take a year from the move. Marriage is the 7th, its lord, and D9. Positions are sidereal under Lahiri, from the Swiss Ephemeris. A free Kundli can be generated once the minute is the recorded one.

Frequently asked questions
Does Jabalpur observe daylight saving in vedic astrology?
No. The zone is Asia/Kolkata in every month. A remembered hour is not made true by the season, and a move abroad does not add a summer clock.
Is Bhopal acceptable if we only know the state?
No. Enter Jabalpur when the record says Jabalpur. If the town is unknown, wait. A capital guessed in place of a city is a different birthplace.
What if morning and evening are both possible?
Keep both as labeled tests. Twelve hours apart is not a small uncertainty. Do not pick the Jabalpur chart whose lagna you prefer.
