Howrah · India
Vedic astrology in Howrah, east of the time meridian
Howrah is a separate city from Kolkata in vedic astrology, even when people treat the two as one urban habit. Both are east of the meridian near Mirzapur, so solar noon falls before 12:00 in both, and both use Asia/Kolkata with no daylight saving. The shared Sun pattern is not a shared geocode. If the hospital was in Howrah, the birth city is Howrah. The offset is still UTC plus 5 hours 30 minutes.

The river is not a synonym
Typing Kolkata because the train home leaves from Howrah station, or because the family says Kolkata to outsiders, sends the geocoder across the water. You will still see Indian Standard Time, so the offset looks innocent. The place will not match the record. Cast Howrah at the recorded hour. Do not average it with a Kolkata chart and call the blend a birth.
Early noon does not ask for a nudge
At 12:00 the Sun is already past the local meridian. That is the eastern pattern. It is fully handled by geocoding Howrah and applying Asia/Kolkata before the Julian day. Subtracting minutes until the Sun sits on the clock noon fights the calculation. No minute count is given for that gap, and none should be invented.
A later city is a third place
Kolkata is the first wrong substitute. A foreign city after a move is the second. If that country observes daylight saving, the new offset also changes by season, which an Howrah birth never did. Keep IST. Marriage is the 7th house, its lord, and D9 of the Howrah chart, timed by the Vimshottari dasha already running.

Frequently asked questions
Does vedic astrology fold Howrah into Kolkata's zone?
Both use Asia/Kolkata, with no daylight saving, and both have solar noon before 12:00. Howrah is still geocoded as Howrah. Type the city on the record.
Is Howrah's solar noon before 12:00?
Yes. Howrah is east of the meridian near Mirzapur. Enter civil Indian Standard Time anyway. The chart applies the zone. You do not pre-shift the hour.
Can we chat about career on a free Howrah Kundli?
Yes. A free account can generate the Kundli and chat. Career is the 10th house and its lord. PDF reports and WhatsApp transit alerts are paid additions.
