Vedic astrology in Hong Kong, local time not a pre-converted hour
Hong Kong remains UTC plus 8 in vedic astrology through summer and winter alike, with no daylight saving on the civil clock. The offset does not become Tokyo's UTC plus 9, and it does not become Indian Standard Time, because a household still counts festivals on Asia/Kolkata. Enter the local time of the birth and the city Hong Kong. UTC plus 8 is applied before the Julian day.

The notebook that did the math early
Indian parents sometimes write the hospital time and, beside it, the same moment in IST. The second figure is a translation, not the birth time to type. If you select Hong Kong and type the IST figure, UTC plus 8 lands on the wrong instant and the lagna follows. Type the hospital's clock. If only the translated figure survives, convert it back before you cast, and say that you did.
No summer edit, and not the Japanese hour
Daylight saving is absent, so August and January share UTC plus 8. Tokyo, at UTC plus 9 with no daylight saving of its own, is an hour further ahead on the standard clock and a different city. Do not split the difference for a flight that connected through both. Kuala Lumpur matches Hong Kong's offset and still must not replace the city. Same hours from UTC, different place.
Dasha from the hospital clock
The Vimshottari dasha already running is counted from that local instant on a sidereal chart, Lahiri ayanamsa, Swiss Ephemeris. Marriage is the 7th house, its lord, and D9. Career is the 10th and its lord. A free account can generate the Kundli and chat. None of that repair work is available if the city was switched to the place the family lives now.

Frequently asked questions
Does vedic astrology use daylight saving in Hong Kong?
No. Hong Kong stays on UTC plus 8 all year. Enter the local time on the record. Do not add a summer hour, and do not substitute Tokyo's UTC plus 9.
The family book shows Indian Standard Time. Can we enter that with Hong Kong?
Not directly. Turn it back into Hong Kong local time first, or the chart will apply UTC plus 8 to a time that is already on Asia/Kolkata.
Born in India, living in Hong Kong: which city?
The Indian birth city, on Asia/Kolkata. Hong Kong and UTC plus 8 are for a birth that happened in Hong Kong.
