Triangle city, not Mecklenburg
Durham is in Durham County, in the Research Triangle, on America/New_York. The state observes daylight saving. Charlotte's county is Mecklenburg, and Raleigh's is Wake. Same zone, three cities. A 9:45 a.m. summer birth is Eastern daylight time. In winter it is standard time. Do not file a Durham birth under Charlotte because both are North Carolina.
Marriage at 9:45 a.m.
The 7th house, its lord, and D9 belong to this morning lagna. Mid-morning can be near a sign change, and the daylight hour can cross it. Read the 7th after the date picks the offset. The Research Triangle is not a blended chart of three hospitals. Each birth keeps its own city.
