Vedic astrology in Dhanbad, the city on the certificate
Keep the Dhanbad clock as Indian Standard Time in vedic astrology, even after someone in the family retypes the city they live in now. The zone is Asia/Kolkata, UTC plus 5 hours 30 minutes, with no daylight saving. Jharkhand is the state, not the birthplace field. A relative who has learned that Kolkata's solar noon falls before 12:00 must not 'correct' a Dhanbad hour to match that story.

Kolkata's Sun is not a tool here
Kolkata is east of the meridian near Mirzapur, so solar noon there falls before 12:00, on the same national clock. Dhanbad is a different city. Handing its birth time a nudge because a neighboring region 'runs early' invents a minute count this method does not use. Geocode Dhanbad. Apply Asia/Kolkata before the Julian day. Stop.
The city after the move
If the family later lives where daylight saving is real, the new offset can change a lagna for a child born there. It is not a retrofit for Dhanbad. Enter the time in Indian Standard Time. Do not convert it into the new local hour and then leave the city as Dhanbad, or convert the city and leave the old hour. Either mix doubles the mistake.
Work questions use the 10th
Career is the 10th house and its lord, timed by the Vimshottari dasha already running. A mining town does not get an industrial rule layered on top. The zodiac is sidereal, Lahiri ayanamsa, Swiss Ephemeris. A free account can generate the Kundli and chat. The birth city remains Dhanbad when that is what the register says.

Frequently asked questions
Does Dhanbad use a Jharkhand time zone in vedic astrology?
No. Dhanbad uses Asia/Kolkata all year, with no daylight saving. Enter the city, not the state, and enter the time on the certificate.
Should a Dhanbad noon be shifted because Kolkata's solar noon is early?
No. Kolkata's solar noon falls before 12:00 because that city is east of the Mirzapur meridian. Do not copy the pattern onto Dhanbad by hand.
What if the only city anyone remembers is the one we live in now?
Then you do not yet have a birthplace. Find Dhanbad on the record if that is the birth. A current address, especially abroad, is a different chart.
