Vedic astrology in Chennai on the national clock
Madras on an older book is Chennai, and vedic astrology still takes the hour as Indian Standard Time rather than a port's private mean time. The zone is Asia/Kolkata, with no daylight saving. Chennai is west of the meridian near Mirzapur, so solar noon falls after 12:00. The historical name changes the letters on the page. It does not change the offset applied before the Julian day.

Old papers and the present city string
If you transcribe Madras, say Chennai when you want the modern city geocoded, and keep every digit of the time. Do not 'update' the hour because the city was renamed. Renaming is not a time-zone reform. India has one standard time. A family that later settled in Singapore or elsewhere should resist typing the new city out of familiarity.
Clock noon and the local Sun
West of the time meridian, the Sun reaches the overhead meridian after the watch says 12:00. Chennai is in that group. Kolkata is not. Both births can read 12:00 Indian Standard Time and still describe different local skies, because the places are geocoded separately while the offset stays UTC plus 5 hours 30 minutes. Do not invent a minute gap and apply it yourself.
Sidereal chart, then the question
Jyothish SI casts a sidereal chart with the Lahiri ayanamsa and Swiss Ephemeris. Bring a career question to the 10th and its lord, a marriage question to the 7th, its lord, and D9. The running Vimshottari dasha is the timing frame. A free account covers the Kundli and conversation. PDF reports, extra divisional charts, and WhatsApp transit alerts are paid features, and no fee is listed here.

Frequently asked questions
Did Madras use a different zone from Chennai in vedic astrology?
For a chart cast now, the city is Chennai and the zone is Asia/Kolkata. There is no daylight saving. Solar noon falls after 12:00. Keep the time the record shows.
Is Chennai east enough that solar noon comes before 12:00?
No. Chennai is west of the meridian near Mirzapur. Solar noon falls after 12:00, on the same Indian Standard Time used everywhere else in the country.
What if the only time we have is a relative's memory?
A memory without a recorded hour is a range, not a birth time. The lagna can change inside that range. Say so, rather than picking a flattering minute.
