Vedic astrology in Chandigarh, geocoded as a city
Punjab and Haryana are states, Chandigarh is the city a vedic astrology chart can geocode, and the clock is Asia/Kolkata all year. There is no daylight saving. A birth in Chandigarh is not made into a Punjab birth or a Haryana birth because the family uses one of those words at home. The union territory is the place. The offset is UTC plus 5 hours 30 minutes, applied before the Julian day.

Two states, one birthplace field
Chandigarh serves as a capital for two states and is itself the city to type. Entering Punjab geocodes too broadly or lands on the wrong town. Entering Haryana does the same. The national zone will look right either way, which hides the miss. Match the certificate. A later foreign city hides it further, and may add daylight saving the birth never had.
Do not import a neighbor's solar noon
Amritsar is west of the meridian near Mirzapur, so solar noon there falls after 12:00. Chandigarh is not given that sentence. It uses the same Indian Standard Time and is geocoded on its own. Subtracting or adding minutes to resemble Amritsar, or Delhi, is a hand correction the chart does not want. Type the recorded hour.
The 7th house is not the capital
Marriage is the 7th house, its lord, and D9 Navamsa of the birth chart. Being born in a planned city adds nothing to that reading. Timing is the Vimshottari dasha already running. The zodiac is sidereal, Lahiri ayanamsa, Swiss Ephemeris. A free account can generate the Kundli and chat once Chandigarh, not a state name, is in the city field.

Frequently asked questions
Does vedic astrology put Chandigarh in Punjab's time zone or Haryana's?
Neither state has its own zone. Chandigarh uses Asia/Kolkata, with no daylight saving. Type Chandigarh as the city.
Is Chandigarh on Amritsar's side of the time meridian?
Amritsar is west of the Mirzapur meridian, with solar noon after 12:00. Do not copy that solar noon onto Chandigarh. Its civil time is still Indian Standard Time.
We moved abroad. Which city do we enter for the birth?
Chandigarh, with the time in Indian Standard Time. The city you live in now, especially one that uses daylight saving, is not the birthplace.
