Vedic astrology in Bhubaneswar, east of the time meridian
Do not upgrade a Cuttack hospital to Bhubaneswar when you request vedic astrology, unless the record itself names Bhubaneswar. When it does, the zone is Asia/Kolkata, with no daylight saving. The city is east of the meridian near Mirzapur, so solar noon falls before 12:00. Cuttack is a different city, so this solar fact is not Cuttack's. The offset for a real Bhubaneswar birth is UTC plus 5 hours 30 minutes.

The capital is not every hospital
Odisha births get typed as the capital because the capital is what people remember from school. If the slip says Cuttack, or another town, type that town. You will still be on Indian Standard Time. You will not be on the Bhubaneswar geocode, and you should not claim Bhubaneswar's early solar noon for a city that was not born. The record picks the place.
Early noon, civil time unchanged
East of the time meridian, 12:00 on the clock is already after the Sun's meridian passage. Bhubaneswar shares that pattern with Kolkata, Howrah, Guwahati, Patna, and Ranchi. The chart geocodes the city and applies Asia/Kolkata before the Julian day. Pulling the hour back by hand to center the Sun is a second, unwanted correction. No minute count is provided.
A move out of Odisha
The next wrong city is often the one abroad, sometimes in a zone that observes daylight saving. That seasonal offset can change a lagna. It does not belong on a Bhubaneswar birth. Keep IST. Career is the 10th house and its lord, timed by the Vimshottari dasha already running. A free Kundli uses Lahiri and the Swiss Ephemeris once the city is honest.
