Vedic astrology in Berlin, including the morning the clocks move
Europe/Berlin is both the zone and the city's clock for vedic astrology in Berlin, and daylight saving changes that offset during the year. A summer birth and a winter birth are not the same number of minutes from UTC. On the morning the clocks move, an hour can be repeated or skipped. If the birth was in that hour, the certificate has to show which offset was in force.

The changeover hour is a real gap
Most births are nowhere near the switch, and for those the rule is simpler: use Berlin local time and let the chart apply Europe/Berlin before the Julian day. For a birth inside the repeated or missing hour, two labels can look like one clock time. Keep the one the record identifies. Guessing changes the lagna. Daylight saving is the reason the hour is strange. It is not a reason to average the two.
Frankfurt uses this zone and is not this city
A birth in Frankfurt also takes Europe/Berlin and also observes daylight saving. It is still geocoded as Frankfurt. Do not send a Berlin hospital to the other city because a form autocomplete preferred it, and do not send a Frankfurt birth here because the zone string says Berlin. Place and offset are both inputs.
Do not file Berlin under Indian time
Asia/Kolkata has no daylight saving. Rewriting a Berlin birth into that fixed offset, so it matches a parent born in India, drops the seasonal change that Europe/Berlin actually used. The Vimshottari dasha already running will then be counted from the wrong instant. The chart is sidereal, Lahiri ayanamsa, Swiss Ephemeris. A free Kundli can be drawn from Berlin local time and chatted about.

Frequently asked questions
Does vedic astrology change Berlin's offset for daylight saving?
Yes. Europe/Berlin observes daylight saving, so the minutes from UTC are not the same in every month. Enter the local time. The city is Berlin.
What if our Berlin birth was during the hour the clocks changed?
Use the offset the record identifies. That morning can repeat an hour or skip one. Two possible instants are not a license to choose the lagna you like.
Is marriage read differently because the zone observes daylight saving?
No. Marriage is still the 7th house, its lord, and D9. Daylight saving only has to be right so that those houses are built from the real instant.
