Vedic astrology in Amritsar, west of the time meridian
Amritsar does not borrow a foreign zone because it is a border city; vedic astrology uses Asia/Kolkata there, as in the rest of India. There is no daylight saving. Amritsar is west of the meridian near Mirzapur, so solar noon falls after 12:00. The offset is UTC plus 5 hours 30 minutes, applied before the Julian day after the city is geocoded. A foreign clock people can see across a boundary is not the birth clock.

The boundary is not an offset
Families sometimes split the difference between Indian Standard Time and a neighboring country's hour, especially when a relative lives on the other side and 'remembers' the birth in that hour. The certificate's hour is the one that counts. Solar noon after 12:00 is already accounted for by geocoding a city west of the time meridian. A homemade blend of two zones accounts for it a second time, badly.
Summer does not cross the border either
If the other country's zone observes daylight saving, its summer offset and winter offset disagree. India's do not. An Amritsar birth in August uses the same Asia/Kolkata offset as one in February. Importing a summer hour from abroad changes the lagna without a line on the record to support it. Leave the Indian time as written.
Then the ordinary reading
Marriage is the 7th house, its lord, and D9 Navamsa. The timer is the Vimshottari dasha already running, with no year taken from a historical event in the city. The chart is sidereal, Lahiri ayanamsa, Swiss Ephemeris. A free account can draw the Kundli and chat. Paid plans add a PDF, extra divisional charts, and WhatsApp transit alerts.

Frequently asked questions
Does vedic astrology give Amritsar a border time zone?
No. Amritsar uses Asia/Kolkata, with no daylight saving. It is west of the Mirzapur meridian, so solar noon falls after 12:00. Enter the Indian time on the record.
Is solar noon in Amritsar after 12:00 like Mumbai?
Yes. Both are west of the meridian near Mirzapur, and both use Indian Standard Time. They are still different cities to geocode.
A relative abroad stored the time in their local hour. What do we enter?
Recover the Indian Standard Time if you can. Entering the foreign hour together with Amritsar, or the foreign city together with the Indian hour, builds the wrong instant.
